Our Leadership
Donna Galluzzo, PhD., R.D., President and CEO
Donna Galluzzo is President and Chief Executive Officer of HMS Healthcare Management Solutions (HMS). HMS was founded in 1996 and provides a full range of services financial management and support, billing, consulting, regulatory services and compliance planning and oversight, as well as strategic planning for physician practices, homecare, hospice, hospitals, and other health care providers. Prior to starting HMS Healthcare Management Solutions, Donna was President and Chief Operating Officer for Connecticut VNA, Inc., which owned and operated the largest network of home health agencies in Connecticut. Donna was also a Principal at AccessOne Health Systems, LLC, a Connecticut state licensed utilization and case management organization. In addition, she was a Principal at Professional Home Care Services, Inc, and OMNI Home Health Services, Inc. Donna has received numerous honors and awards. Most recently, she was named a Connecticut Women's Hall of Fame-Women in Healthcare Honoree. Donna received her B.S. and M.S. degrees from Loma Linda University and earned her Ph.D. in Nutritional Biochemistry from the University of Connecticut.
Cheryl Leslie, R.N., M.P.H., Director of Home Care & Hospice Services
Cheryl Leslie is Director of Consulting at HMS Healthcare Management Solutions. Since joining HMS in 2006, she has provided management services for home health care clients in the areas of reimbursement, quality management, corporate compliance, daily operations reviews, and information technology support. As Corporate Compliance Officer, she oversees HMS' third party billing services. Prior to joining HMS, Cheryl was a Principal for a national health care consulting firm specializing in Medicare home health regulations and Medicare and Medicaid Managed Care for home health care operations. She also provided interim operations management services for start-up agencies or agencies in transition. From 1999 to 2005, Cheryl was Vice President of Reimbursement, Regulatory Affairs and Quality Management for Connecticut VNA, where she was responsible for reimbursement/utilization management for Medicare and Medicaid services, corporate compliance, risk management for self-insured general liability, and Workers' Compensation programs. Cheryl brings over thirty years of experience with upper management operations, regulatory and corporate compliance, and merger/acquisition due diligence reviews; Medicare/Medicaid utilization management; and Medicare coverage and appeals. She is a State and National speaker and trainer. Cheryl received her B.A. degree in English from Washington and Jefferson College, her B.S. degree in Nursing from the University of North Carolina, and her M.P.H. degree from the University of Connecticut.
Pamela Meliso, MPH, JD, Director of Consulting & Regulatory Affairs
Pamela Meliso is Director of Consulting & Regulatory Affairs for HMS Healthcare Management Solutions. Prior to joining HMS, Pam worked for the Center for Medicare Advocacy (CMA) where she was senior attorney for more than 17 years. Pam is an expert in Medicare Eligibility & Enrollment, Medicare Part B, Medicare Home Health Coverage and Medicare Prescription Drug Coverage and has experience presenting both written and oral testimony to promote public policy before the state legislature. Pam has represented clients in all stages of the appeals process, provided extensive legal assistance to healthcare advocates and supplied training, consulting and education to the community. Pam received a Bachelor of Arts from Rhode Island College and both her Juris Doctor and Master of Public Health from the University of Connecticut. She is a member of the American Bar Association (ABA), as well as the Connecticut Bar Association (CBA) and serves on the elder and health Law sections of the CBA. Pam serves on the Board of Directors for the Senior Resources Area Agency on Aging and is an Adjunct Professor at the University of Connecticut Graduate School where she teaches a course on Public Health Policy Development & Advocacy.
Robbin Boyatt, M.P.H., Director of Operations
Robbin Boyatt is the Director of Operations at HMS Healthcare Management Solutions. Robbin has over twenty years of experience across the healthcare continuum, from clinical practice to executive management. Since joining HMS in 2010, she has applied her knowledge of reimbursement systems, process improvement, business intelligence and information technology to enhance both client and HMS internal operations. Prior to HMS, she served as the Director of Decision Support for the Connecticut Alliance for Integrated Care and the Meriden-Wallingford Independent Physician's Association. During her tenure, she was responsible for supporting managed care contract negotiations for physician and institutional clients, business analytics, and the design and operation of clinical quality improvement initiatives that demonstrated statistically significant improvement in physician practices. Robbin received her B.S. in Nutrition and Dietetics from the University of Connecticut and her Master's in Public Health from the Yale University School of Medicine.
